They could have selected to pay the fine off in managable increments($25/mo. or something in that range-just like a traffic violation), so it wasn't like they'd be out on the street unable to pay rent or buy food. It's just another case of some lame-ass who should never have reproduced in the first place, trying to get something for nothing. The sad thing is they'll probably win the case.
